Documents You Must Carry for Your Registration Process
- Valid PA issued driver’s license or PA issued ID card
- Proof of insurance (only the policyholder can register or title a vehicle, not insured drivers)
- License plate information (if you already have a PA plate and want to transfer it – license plates can be transferred between parents or children and spouses only. If you don't have a plate, we will issue you a new plate)
- PA title (if the seller is not coming with you, they must have their signature notarized on the PA title) or out-of-state title or MCO (some states require notarization, while others don't. Certain states don't title some vehicles and you may need an out-of-state registration card instead – if you have any concerns, please call us at (610) 847-8686)
- Proof of VIN# (only if from out-of-state) If you won’t have the vehicle with you, you can bring a picture or a tracing of the VIN#. (If you are registering or titling a trailer or a truck, a picture of the unladen and GVWR weight are also needed)
Form MV13ST is needed if the vehicle is a gift from the seller to the buyer and no money was exchanged. It needs to be signed by both the seller and the buyer. If the vehicle is from out-of-state, you will also need the out-of-state registration card.
Form MV-3 is needed if the purchase price of a <15-year old vehicle is less than the fair market value determined by PennDot. It is also needed if the vehicle is >15-years old and the purchase price is <$500. It needs to be signed and notarized by both the seller and the buyer for sales tax purposes.
All vehicles must be PA inspected within 10 days of sale unless a valid PA inspection sticker is displayed on the vehicle.
